Refreshing with Page Tree Action fails

While "Refresh Page" works, "Refresh Page Tree" does not.

Reproduce:

1. Add a Tag that is not documented. Observe: The tag name is not linked.
2. Now add a tag document instance with this name: Observe: The tag is not still linked, since we do not (yet?) traverse all documents of the wiki on creation of a new tag.
3. Now run "Refresh Page Tree": Observe: Not yet linked.
4. Now run "Refresh Page": Observe: Linked!
