Use Element ID Creator from Conversion Context to generate Section IDs

Currently we generate the IDs with a HTML 4 compatible generator. But these ID do not integrate well within Confluence, especially if it comes to link generation via the Edit Link Advanced tab.

Therefore we should use the Element ID Creator instance from the Conversion Context to generate Confluence compatible HTML element IDs.
