Where Parameter Support in Name List

The Where Parameter is only activate if also the Empty-Value-Handling is selected to render all values (aka "Empty Where Clause Handling (Deprecated)" is checked).

The constraint defined in the Where Parameter should be applied independent of the value of the checkbox.

Note that the use of the Where Parameter is deprecated and will be removed in a future major version of the app.
