Allow the issueDescriptorFile to be a Directory

The process would be easier of the issueDescriptorFile points to a folder and constructs the name of the descriptor file dependent on the name of the root issue.

If the root issue is ABC-12, then the mojo should test for a descriptor file in the referenced folder names ABC-12.xml.
