Add Priority and Solution Approach to Quality Target Doctype

To specify a global ranking on the quality targets (aka quality goals), we add a new document property called 'priority'. This is a simple text property (for now) and allows to define a ranking on quality targets based on self-discipline of the authors.

The additional section "Solution Approach" is intended to focus the team to define and communicate a strategy to achieve this quality target.
